2 Flagler Deputies Indicted for Abusing Inmate CopWatchWe applaud the actions of the grand jury in this case, but we can't help but wonder if it would even have gone to the grand jury if it hadn't involved abuse of the daughter of a state attorney. Betty Miller LaVictoire and Cpl. Brian Paul Pasquariello came less than two months after Gov. Jeb Bush appointed a special prosecutor to investigate their treatment of Lisa Tanner , 29, at the Flagler County Inmate Facility. LaVictoire and Pasquariello, along with several other deputies at the Flagler jail, were seen on video strapping Lisa Tanner into a restraint chair inside her cell. At gunpoint, the officer ordered the young black man out of the car and onto the ground. When he didn't immediately comply and turned away, a second officer, James Parker, shot Howell with a Taser, sending 50,000 volts of electricity coursing through his body.
