    2 Flagler Deputies Indicted for Abusing Inmate

    We applaud the actions of the grand jury in this case, but we can't help but wonder if it would even have gone to the grand jury if it hadn't involved abuse of the daughter of a state attorney. We suspect that law enforcement and corrections officers with impunity abuse less well-connected inmates on a daily basis.

    2 Flagler deputies arrested
    The grand jury indicted the pair after seeing the video of the jail's treatment of Lisa Tanner.

    BUNNELL -- A Flagler County grand jury Monday indicted two deputy sheriffs on felony charges accusing them of mistreating the adult daughter of State Attorney John Tanner at a county jail.

    The indictments of detention deputies Sgt. Betty Miller LaVictoire and Cpl. Brian Paul Pasquariello came less than two months after Gov. Jeb Bush appointed a special prosecutor to investigate their treatment of Lisa Tanner , 29, at the Flagler County Inmate Facility.

    LaVictoire and Pasquariello, along with several other deputies at the Flagler jail, were seen on video strapping Lisa Tanner into a restraint chair inside her cell. Both deputies were arrested and have been placed on administrative leave.

    From 2003 to 2005, Orlando cops tased 1,243 people, often in violent situations. But a review finds they also used stun guns after minor traffic stops in Parramore and on angry drunks downtown.

    As he drove home from work late one night in October 2004, Eric Howell didn't notice that an Orlando police officer was following him through his Parramore neighborhood.

    When Howell turned his headlights off before pulling into his driveway, the officer suspected he was a criminal trying to hide. At gunpoint, the officer ordered the young black man out of the car and onto the ground.

    When he didn't immediately comply and turned away, a second officer, James Parker, shot Howell with a Taser, sending 50,000 volts of electricity coursing through his body.

    Adam Gruler is a hunter.

    That's one of the nicknames given inside the Orlando Police Department to the young, aggressive cops sent to patrol in and around Parramore, one of Orlando's toughest and poorest neighborhoods. Their job: create a "no-tolerance zone" for crime of all kinds.

    By police accounts, the 29-year-old Gruler is good at it. From 2003 to 2005, he averaged 156 arrests a year. He has won individual and unit citations. He has busted people for possession of everything from crack cocaine to an AK-47 assault rifle.
